Ena Dupree brings structure and discipline to proposal development.

With more than 25 years in federal contracting, she has supported over $3 billion in contract wins across GSA, USACE, USAF, DHA, NOAA, FAA, and DoD. Her focus is simple: strong proposals are built, not just written. They are structured, compliant, and aligned to how evaluators score.

While most teams focus on writing, Ena focuses on how the proposal comes together. She leads full lifecycle efforts from capture through submission, aligning messaging, structure, and evidence to evaluation criteria. The result is stronger positioning, less rework, and more defensible submissions.

 She works directly with clients and SMEs to build the underlying proposal structure, organizing content, aligning it to requirements, and creating a repeatable framework that teams can use across pursuits. 

Her expertise includes proposal strategy, compliance alignment, technical narratives, win themes, and building repeatable processes teams can use across pursuits. She brings deep knowledge of FAR, DFARS, and agency requirements to ensure every response is both strategic and compliant.

How BidProse Was Built

BidProse didn’t start as a business idea. It started as an observation. Over more than 25 years in federal contracting and proposal development, I had the opportunity to work with experienced teams across agencies like FAA, GSA, USACE, USAF, DHA, and NOAA, supporting efforts that contributed to more than $3 billion in contract wins.


These were capable teams. They knew their work, understood their customers, and had strong past performance.


But even in those environments, the same challenge kept surfacing.

  • Proposals were being rebuilt every time.
    Content lived in disconnected files.
  • Compliance was often something checked at the end instead of built in from the beginning.
  • And when deadlines tightened, the focus always came back to improving the writing.


But the writing was rarely the real issue. The turning point came from stepping back and looking at the bigger picture. The problem wasn’t effort or experience. It was how the work was structured. Once that shifted, everything else followed.

  • Content was organized into reusable components instead of full documents.
  • Compliance was built into the process early instead of checked at the end.
    Responses were aligned to how proposals are actually evaluated, not just how they were written.
